Just to give you all context,
Disney is most likely to use their Trademark on Mickey mouse from steamboat willy to as a substitute for copyright.
So unless the government stops this from happening or your interpretation of steamboat willy's Mickey mouse is clearly not from Disney then they can make a legal argument that what you're making is hurting their brand image since people would mistake your Mickey mouse as theirs.
I don't know much about legal stuff but if you're interested in this then go research it yourself.

I actually watched the almost 16-minute legal video (technically only 13 or 14 minutes if you skip the Squarespace ad and the promotion of the other videos). Well, dammit, it's even more confusing than when OG Whinnie the Pooh entered the public domain, but that is to be expected. I'll personally still try, though it looks like my version of Steamboat Willy must look EXACTLY like Steamboat Willie and not even a little bit like any future version of Mickey Mouse.

I'm not sure you can use it even if it's in the plublic domain, because Disney change their icon for their animation branch to be this animation. So it will kind of stay a Disney property.

I would think that using the "Steamboat Willy" version of Mickey should be used as a satirical version pointing out how Disney has turned into a stereotypical evil corporation that had strayed from the original vision and is reliant on outside properties to maintain their position, (Marvel, Lucasfilm, ABC) and how it is now biting them in the ass. (Not to mention how Japanese animation is now living rent-free in their heads over the last decade or so)
