I guess one way of doing it would be to approach writing the story in the same way one would sketch a drawing. Put down the fou dating of what you want and then add to it (in this case, how the character in question would get from A to B in their own way and how the other characters would react or behave)
Just focus on Nero and expand his stuff from the last game, include new characters with their own mechanics and maybe have Dante and vergil as unlockable characters to mess around with

As for programs, I use flash in the beginning, opencanvas for a good portion of my career and for the past half decade, I e been using Krita
Used to be the case of sketch the idea on paper, scan it and then draw over it with a program. But then I started using bamboo products for drawing straight to the computer. Nowadays I just use a cintiq that my best friend bought me and occasionally a bamboo when I'm away from home

If it's part of a long running series, I think these games are just as important as the groundbreaking titles. It's important to understand where the series went to shit like with Megaman X7 or Sonic 06
Gameplay is fun but the characters is a massive wait and see in terms of where they're going with them. Maybe my mind will change when the extended dlc story drops but the new era characters are a real mixed bag personally. I like making baraka a tragic character but I'm not keen on reptile being a hot guy for example. Also, raiden is supposed to be the chosen one but barely does anything after the tournament. Also not a fan of how havik is basically a jobber in the story (I know they're hyping his titan form to be a real threat in later updates but still.)
I've always had a soft spot for Jill Valentine in resident evil remake. I think it hit me with that scene where she puked in the toilet after caving a zombie's head in. And I thought "hey, I puke too", it was then I realise that we had alot in common.
A sunset or sunrise whilst ontop of a crumbling wreckage. Its a dangerous situation but this final showdown needs to be settled here and now. Nothing else matters but the aftermath of this fight

As far as dlc's go, it was half bad for under a tenner. Pretty much 4-6 hours on a playthrough (I finished at just over 6 but whatever), fun hookshot mechanics where you can yank shields out of the enemies' hands (provided you get the ada charm) and a whole bunch of throwback from the original game that didn't make it into the remake the first time (including a certain boss)
