Hey! Thank you. So since I used the Arnold renderer, there's a setting that lets you create a fog called aiAtmosphere (not sure how familiar you are with this stuff). I put the fog on it's own layer, then created the scan animation in After Effects and basically used that as a cut out for a light source to shine through the fog so it really pops. Then in Nuke I added a glow effect and the colors the scanner shifts between, and put that layer on top of the character.
