The closest way I've found to do that is by:
- Add black text, and put the glow effect on it.
- Draw red lines under the text.
- Add transparent gradients to the sides
It'll look something like this.
If anyone knows a better way/anything that looks closer to the original, please do share it.

I didn't even know it was impact, I always used a free stock font that looked close. Thanks. And also seeing this thread come back from 2006 was really entertaining.
