You can't lock movie clips.
Do you mean edit it? Try double clicking.

what i did was right clip the background movie clip and go over arrange and then lock, how do i unlock it
CTRL+ALT+L locks them.
SHITF+CTRL+ALT+L Unlocks them.
To the person that said you cant lock them. Please, know enough before you post.
Movie Clips by themselves cannot be locked, he who uses multiple x's in his name.
Layers that hold Movie Clips can be locked, made to be an outline, or made invisible.
You can double click the Movie Clip to edit it, and thats about it.
Do you possibly need to ungroup it?
Actually, I didn't know about this feature. It seems that you can lock the movieclips if you have them selected and go to Modify>Align>Lock. After that you can't select or move the movieclip. The unlcok button is the slot right under the lock one.
