No one wants to be matched up with someone whose only portfolio on NG is a single drawing--it calls into question their dedication & legitimacy to the event and makes scouted users uneasy.
Plus, when you're scouted, there's at least someone vouching that the artwork you post is yours and nobody else's. This is the main reason.
All you need is four art uploads and for someone who is already scouted to vouch for your work--it shouldn't be that hard of a process to get scouted, especially if it's for a community event as important as this one ^^
I have a lot of art posted over years that I think is of acceptable quality and yet I've not been scouted to my knowledge
Reading the posts, I can understand why this year is being limited to scouted users, though its still unfortunate for the legitimate artists who would like to participate but can't due to this barrier of entry. This especially stinks for people who are in the same situation as me of having been scouted but at some point de-scouted for reasons not told to us (at least I wasn't told for why I was de-scouted). I loved doing this event the last 2 years so it is a bit disheartening to not get in this year.
Newgrounds feels like the least welcoming place for newcomer artists out of all the sites I post on tbh

I draw in a couple different styles, but I think these few art posts show my most recent work. Don't like asking to be scouted but I hope there can be an exception, at least to participate in the event.
Whether I end up making it in or not, I hope those who do participate enjoy it.

You can read all the rules for the Secret Santa via the registration page, but I'd like to share a few cliff notes of what we changed for this year.
BIG CHANGES:
Other than these minor changes (and the whole automated system implemented by @PsychoGoldfish last year) we are on a fast track to having this as optimized as possible.
Note: If you aren't scouted, but have a bunch of art on the art portal, throw up some links and maybe you'll catch someone's attention! (If you are already scouted, please make sure anything you scout adheres to NG guidelines!)

If you would like to participate:
- Be patient after signing up
- Be respectful to whomever you're drawing for by not ruining the surprise or letting them know you're drawing for them
- Relay all questions to event helpers, NOT the person you are assigned to
- Read the rules over twice if you have any questions
- End of day, Nov. 26th (11:59pm EST) is when everyone must have their registration/profile completed
- If all goes according to plan, Secret Santas will be assigned on Dec. 1st
- You have until the end of Christmas Eve, Dec. 24th (11:59pm EST) to submit your completed drawing

By joining the Newgrounds Secret Santa Discord server, you can choose between a variety of roles:

I took part in Secret Santa last year for the first time and it was a brilliant experience. I'd love to take part again this year, but I've never been scouted. I like doing digital art with a cartoony look and some examples of my work are below:

I actually do want to be matched up with someone whose only portfolio on NG is a single drawing if they were hyped for Secret Santa since I'm in the same category. Gotta keep out the riff raff tho. I've PMed Johnbuster now, their account isn't showing any sign of being de-scouted from my end. Will try to get to the bottom of it with Josh once I have more details.

That's the one thing I kinda miss from SS 2021.
