"Krita".
Krita is the best software for Animations, Also easy for beginners. Its basically a digital Art software but It has the option to make Animations, when using the software i recommend to see the tutorials How to use krita for animation, its pretty good software, i use It for my Animations since 2023!
Also the Second option is "OpenToonz" its free, good for beginners.

Team Krita here. It's a mind blowingly incredible piece of software for both art and animation... until you decide to make an animation that syncs up with an audio track. The audio support in Krita is in its infancy atm and doesn't work properly.
Whenever I'm doing an animation with sound like that, I do some rough planning in a different program before I start animating in Krita. I personally use Flash 8 (which I arrrrquired ages ago) cuz I'm used to it, but I'm pretty sure OpenToonz can also do the job. You can even do that in Magix Vegas.

HOLY SHIT KRITA 5.2 ACTUALLY GOT IT FIXED!!!!!!!!!!!!!!!!!!! screw everything ive just said and go get Krita 5.22 naoo!!!!
Doodled a lip sync test super quick to see how the audio is handled now... and I was impressed!

Tahoma2D is OpenToonz with a more familiar user interface.
guess I spoke too early. the animation playback is still buggy albiet now in a different way. at random, krita just refuses to play back the animation and you have to close your project & re-open it to be able to play it back again.
People on the forums and the subreddit have been recommending to uncheck this box but that fixes nothing. :(

I've worked with Opentoonz and it's good for me so far. Flash is the obvious option, but I've never worked with it. I've heard blender is great for 2d animation too, but I haven't tried that feature, you could investigate tho
