Godot can run pretty well on low end devices. Barring that, GDevelop should also work.
And if those don't, then Flash 8 should still run decently on older computers. The thing was released around the time of Pentiums (IIRC) after all.
And if that doesn't work, well...just text and a simple IDE is enough to develop games, although that'll be a bit more complex starting out.

Unity is free and runs decently well on low-end tech (at least in my experience, I was able to run it on the shitty early 2010s era laptop my high school provided for me while I was taking a game dev class).
Gdevelop is a simple very game engine to use. Try out GDevelop.
Flash is simple to use and a lot of tutorials. Used to make popular games such as the Henry Stickmin Collection and Club Penguin. Try out Flash. (And because you want to make a Pico School-esque game, Here are the FLA files to Pico's School 2 so you know how they make it.)
Construct is like GDevelop but it's more powerful, Construct 3 costs money though but Construct 2 is free to use. Try out Construct.
GameMaker is a good game engine and it's solely for 2D, you can use both visual scripting and code. It is subscription based but there is a free version. However, it's extremely limited for exporting options. Try out GameMaker.
Clickteam Fusion is also a good option, you can easily manipulate data in it and it's codeless. It does cost money though but there is a free version. However, It's extremely limited. Try out Clickteam Fusion.
Godot Engine is a good game engine for both 2D and 3D games, and it's completely free! Try out Godot.
And those are some game engine options you can use for your game.
If I were to choose, I would recommend Flash coz that was made to make the actual Pico's School.

Unless you're capable of handing those RPG elements yourself, RPG Maker is a easy way of doing it, albeit you should buy either 2k (For front-view battles.) 2k3 (Like 2k, but more features, and a shitty side-view battles.), MV or MZ. It should be noted that 2k/2k3 requires EasyRPG if you want them to be playable on NG, because 2k/2k3 differ from MV and MZ by having RTPs that you need to install if the game doesn't come with it OR the fact that the game is only playable in Windows natively. MV/MZ, however, can natively export to HTML5 easily because these makers are built for it. There is a distinction between MV and MZ, given that MZ has the built-in feature of letting tiles be 16x16, 24x24, 32x32, or 48x48, but MV has a much bigger plug-in library. While MV and MZ can be good for beginners, it can be improved upon by the use of actual scripting languages, like Javascript.
The downsides is that for 2k/2k3, it's that ALL graphics are limited to 256 colors, and audio standards is much way lower than any other modern Makers pass XP. I find 2k/2k3 to be arguably inferior because mechanics like states are archaic, because they work as a system that can handle only 3 states, and damage calculations are very limited, as it only uses two stats and there's no way of countering them defensively aside from raising HP or decreasing the numbers, because the system never uses the enemy's stats for them, like say Defense for physical attacks. Not to mention that EasyRPG isn't an official RPG Maker, so bugs can occur and that may or may not happen within the Player at all. And for MV and MZ, it won't exactly give you stuff that are common in modern RPGs, like for example, elements that the players/enemies can reflect that isn't just magic or physical skills. You have to use plugins or actively script them out. MZ has a much smaller plugin library compared to MV and there's not much of a reason to jump over MZ if you have MZ.
