Question About Fighting Game Development

Should animation and programming be worked on at the same time during development of a fighting type game? I know things like frame data and balance are important for a fighting game. So should the animator consult with the coder on how many frames are in the animation, or is the speed and balance of an attack dealt with after the animation is done and is being implemented in game? This would be really helpful to know instead of speed into creating a bunch of character animations before I have someone to consult about balance and coding.
