What does Game Maker and RPG Maker run on?

The reason why I ask is because 7 years ago; I could use both on a Windows tablet with no problem (free versions) But when I tried again, neither would work, even for the exact versions I used back then (I can't tell you specifics; I did UT by date: the latest I could get at that time. Versions I was SURE could run on a now much more powerful device..) I was able to contact other Game maker users and found out in a rough way that...

Game Maker Studios could never run on any tablet at ALL, it was never possible. And apparently it was a fluke. I figured it was the same for RPG maker to, as the download links seemed not to recognize the new tablet.

I"'m asking for your experiences and opinions; did either work on tablet, was it suppose yo be possible? Is it possible to make it work that way again?

Or does one need a PC to use either of them?
